Can I put a blanket over a baby sleeping bag in winter?

What do Lullaby Trust, Which? and NHS say about a blanket on a bag?

Three UK pages answer the winter workaround the same way: the bag replaces loose bedding. Adding a cover on top is the step they tell you not to take.

Brand blogs that only sell 3.5 tog still sit under the same rule: Lullaby Trust's alternative to a cover is clothing or a higher tog, not a quilt on the zip.

Why does a folded blanket count as two?

Lullaby Trust repeats this on both the cold-weather page and the dress-for-sleep page: one blanket doubled over counts as two blankets, and that can raise the chance of the baby getting too hot. Which? gives the same idea in tog language: one baby blanket is treated as about 1 tog, so folding it doubles the rating to 2 tog.

That arithmetic is why the winter workaround feels logical and why both pages still reject it on a bag. The bag already wraps the baby. A folded cellular blanket on top is two extra insulation layers the NHS "no other bedding" line does not allow. Lullaby Trust also says air trapped between layers (a bag plus a blanket, or two bags) increases warmth in a way you cannot read as "1 + 1 = 2 tog".

What should I add instead of a cover on the bag?

Use the room reading, then one of the two alternatives Lullaby Trust names. Which? winter piece also gives example clothing under 2.5 and 3.5 tog when the nursery is below the usual 16–20°C band — that is Which?, not an NHS table.

  1. Read the room at cot height NHS 2.5 tog is for 16–20°C. Lullaby Trust's target sleep-space is the same band. A room that already sits there does not need a cover because an adult feels chilly.
  2. If the bag feels like too little, add clothing first Lullaby Trust: extra layer of clothing under the bag. Which? example for 14–16°C: 2.5 tog with a vest and a sleepsuit, or 3.5 tog with a sleepsuit only.
  3. Or step up a tog, if you already own one Lullaby Trust names a higher tog as the other option. NHS does not list 3.5 tog; JoJo's chart puts 3.5 tog under 16°C. Follow the label on the bag you actually have.
  4. Leave the extra blanket off the bag Do not tuck a sheet, quilt or folded cellular blanket over the zip. If you want to use blankets instead of a bag, that is a different setup: NHS wants feet-to-foot, a cellular cotton blanket tucked no higher than the shoulders, and not doubled over.

What about hats, duvets and weighted bags in a cold snap?

The same winter pages close the other workarounds people reach for when they cannot put a blanket on the bag.

  • Hats off indoors. Lullaby Trust: babies lose heat through the head; a covered head can mean they get too hot. Take outdoor clothes off for sleep.
  • No duvet, quilt or pillow for a baby under 12 months. Which? and Lullaby Trust both put bulky bedding on the avoid list. NHS advises against pillows and loose bedding that could cover the face or make the baby too hot.
  • Weighted bedding. Lullaby Trust does not support weighted swaddles, blankets or sleeping bags for babies under one year, citing overheating and head covering.
  • No hot water bottle or electric blanket in a baby sleep-space. Which? quotes RoSPA and Lullaby Trust on burn and overheating risk.
  • Cot away from the radiator. Lullaby Trust: do not park the cot against a heat source to make up for a thin bag.

How do I check they are cold without adding a cover?

Lullaby Trust: feel the chest or the back of the neck. Hands and feet usually feel cooler, which is normal and is not the test. If the chest feels cold, their line is still a clothing layer or a higher tog, not a blanket on the bag. If the skin is hot or sweaty, remove a layer.

In shortLullaby Trust and Which? both say no extra blankets on a sleeping bag. NHS says no other bedding with a bag. Add clothing or step up a tog. A folded blanket counts as two. This page does not invent a third option.

Questions parents ask

Can I tuck a light sheet over the sleeping bag?
NHS says there should be no other bedding with a sleeping bag. Lullaby Trust's wording is extra blankets on top — they do not carve out a sheet. Treat any cover on the bag as the step those pages tell you not to take.
I only have blankets, not a higher tog. What then?
Lullaby Trust's first alternative is an extra clothing layer under the bag you already have. If you stop using the bag and switch to blankets only, NHS wants feet-to-foot, a cellular cotton blanket tucked to the shoulders, and not doubled over. Do not run both systems at once.
Does Which? really say a folded blanket is 2 tog?
Yes, in the 3 October 2025 winter piece: one baby blanket is treated as about 1 tog, and folding it doubles that to 2 tog. Lullaby Trust says the same idea without the tog numbers: doubled over counts as two.
Can I put a hat on for the first part of the night?
Lullaby Trust: remove hats indoors. They treat a covered head as a way babies get too hot, including in winter.
