What do the digits after the slash stand for?

They are the series of amendments. The UNECE Regulation 129 text says an approval number's first two digits show the series of amendments that held the most recent major technical changes at the time the approval was issued. In that consolidated publication those digits are 03, 'corresponding to the 03 series of amendments'. The mark also writes Regulation No. plus 129/XX, where XX is the same series.

The Baby Products Association repeats the parent-facing form: an R129 seat shows a circled E and Regulation No. 129/XX, and XX denotes the series of amendments. Brand pages such as Maxi-Cosi gloss R129/03 as the seat meeting Regulation 129 under the third update. That gloss matches the series number. It is not a calendar date stamped on the plastic.

Does R129/03 tell me when the seat was manufactured?

No. The slash number is the amendment series the type-approval used. A seat can be built years after that series entered force and still show /03 if that is the series on its approval. A later series (for example /04 on a newer approval) is a newer amendment package, not a birthday.

Manufacture dates, if the maker prints one, sit on a different label — often a tracking sticker with a serial or week code. Do not read 03 as March, 2003, or 2013. 2013 is when the original Regulation 129 (00 series) entered force; it is not what /03 means on today's sticker.

Official records show /03 as the 03 series of amendments. GOV.UK's public rule for a height-based seat is still a circled E plus the letters R129. The series digits are extra detail on that same mark, not a second law.
