Can a 2 year old have extra-support hours and working-parent 30 hours?

Is the “30 hours” for a 2 year old one scheme or two?

Two. GOV.UK — funded hours and extras says a 2 year old can get 30 hours through two separate schemes if you are eligible for Free Childcare for Working Parents and you or the child get extra support. Best Start in Life’s FAQ (updated 8 April 2026) says the same: still apply for the working-parent entitlement, and you then have 15 hours from each scheme, up to a maximum of 30 hours in total.

What counts as extra support on the live GOV.UK page?

Copy the list from GOV.UK, not from memory. You are classed as getting extra support if any of the following apply:

  • you get Universal Credit, and your household income is £15,400 a year or less after tax, not including benefit payments
  • your child has an Education and Health Care plan
  • your child gets Disability Living Allowance
  • your child has left care under an adoption order, special guardianship order or a child arrangements order

Best Start in Life also notes that some households with no recourse to public funds may be eligible for the 2-year-old extra-support entitlement. That decision sits with the local authority, not with the 11-digit code.

How do I apply for both pots without mixing up the codes?

  1. Contact the council first GOV.UK — Apply says: if your child is 2 and you get extra support, contact the local council before applying for Free Childcare for Working Parents. Speak to the early years team or Family Information Service.
  2. Take up the extra-support 15 hours The council confirms that pot. There is no 11-digit working-parent code for extra-support hours. City of Doncaster Council’s parent page (checked 10 September 2026) describes applying to the local authority for the existing 2-year-old entitlement alongside the working-families scheme.
  3. Then apply for the working-parent code Use the Childcare Service. HMRC issues the 11-digit code for the working-parent 15. Give the provider the code plus your National Insurance number and the child’s date of birth.
  4. Ask the provider to claim 15 from each pot The setting should not treat the working-parent code as 30 hours for this child. Best Start in Life and GOV.UK both cap the stack at 30.
  5. Reconfirm the working-parent code every 3 months Extra-support hours do not use that 3-month HMRC window. If the working-parent code later fails, GOV.UK says you continue to get the extra-support hours.

If I lose the working-parent code, do the extra-support hours stop too?

No. GOV.UK’s wording is that you continue to get the extra-support 15 hours even if you are no longer eligible for Free Childcare for Working Parents. Best Start in Life tells parents in that situation to speak to the local authority and the provider about Early Learning for 2 year olds.

The reverse is also useful: City of Doncaster Council tells parents that holding the extra-support pot means a missed working-parent reconfirm does not leave the child with zero funded hours. That is local wording of the same national split — two schemes, one of them council-run.

Does Disability Living Allowance automatically open working-parent 30 hours?

No. Best Start in Life says claiming Disability Living Allowance or Personal Independence Payment does not automatically grant the working-parent entitlement. You still need to be working and meet the income tests for that pot. DLA for the child is one of the extra-support routes for the council 15 hours at age 2.

GOV.UK — Help if you have a disabled child: childcare points at the universal 15 hours at 3 and 4, extra-support 15 hours for some 2 year olds (including where the child has an education, health and care plan or DLA), and Tax-Free Childcare’s higher cap for a disabled child — up to £4,000 a year. Tax-Free Childcare still cannot sit with Universal Credit childcare.

Questions parents ask

Why does a calculator show “30 hours” when GOV.UK says 15 + 15?
Many tools only model the working-parent scheme, which is 30 hours for families who are not also on extra support. For a 2 year old who qualifies for both, GOV.UK and Best Start in Life split it 15 + 15 and cap the total at 30. Using one code as if it were 30 hours can drop the council pot that survives a job change.
We are on Universal Credit above £15,400 after tax. Can we still have both pots?
The extra-support income test on GOV.UK is £15,400 a year or less after tax, not including benefit payments. Above that figure this particular extra-support route is closed, unless another extra-support condition applies (EHCP, DLA, or the listed care-leaving orders). Working-parent hours still have their own work and income tests.
Can extra-support hours be used with a childminder?
Ask the council and the childminder. Extra-support hours are an early-education entitlement claimed through the local authority. The working-parent 15 uses approved Ofsted-registered provision. A setting must be able to claim the pot you are using.
When the child turns 3, do we keep two pots?
At 3, the universal 15 hours opens for every child in England. Working-parent hours, if you still qualify, make the total 30 — not 15 + 15 + 15. Extra-support 15 is a 2-year-old scheme. Confirm the switch with the provider so they stop claiming the age-2 council pot once the child has moved on.
