Where does GOV.UK say you claim Child Benefit?

Only HMRC awards Child Benefit. The GOV.UK how-to-claim page (checked 10 September 2026) says a claim can be made 48 hours after the birth is registered, or once a child comes to live with you. HMRC’s technical manual (CBTM02010) states there is no entitlement unless a claim is made to HMRC, and lists the channels: online, the HMRC app, GOV.UK, phone, or the CH2 paper form.

GOV.UK says a claim can be backdated for up to 3 months from the date you make it. Starting without the certificate is allowed; HMRC may ask for the certificate later. Missing a Bounty envelope does not start or stop that clock.

Why did some mums think the Bounty form was the claim?

On 12 June 2013 the BBC reported a Mumsnet survey of more than 1,000 mothers who had given birth in an NHS hospital in the previous year. 17% said the Bounty representative had implied they would only be able to claim Child Benefit if they filled in the company’s forms. Bounty was then on many postnatal wards with sample packs and photography. The commercial card sat next to government paperwork, which is how the two got fused in people’s heads.

That survey is not current ward practice. It is the reason this question still appears on forums. HMRC has since moved claims online (digital claims for younger children from 2023; GOV.UK and the HMRC app are the pages to use in 2026).

What does Bounty say it does with Child Benefit paperwork in 2026?

Bounty’s pack FAQ says it no longer produces the Mum-to-Be or Newborn pack. It ‘continues to supply main hospital postnatal wards with HMRC Child Benefit forms or HMRC literature signposting new mums to ways of claiming Child Benefit’. If you did not receive an HMRC envelope after a hospital stay, Bounty’s own text points to gov.uk/hmrc/claimchildbenefit or the HMRC app — not to a Bounty login.

So the leftover ward item, where a trust still takes it, is HMRC’s leaflet or form. It is not a parenting-club membership, and it is not a substitute for filing the claim with HMRC.

How do you claim if you never saw a Bounty pack?

   Register the birth, then wait 48 hours GOV.UK times the online claim from registration (or from the child coming to live with you). The Bounty folder from 12 weeks of pregnancy is irrelevant to that timer.

   Open the official service Use GOV.UK — claim Child Benefit or the HMRC app. HMRC’s 3 January 2024 news story describes creating a Government Gateway account if you do not have one. That is an HMRC account, not a Bounty account.

   Have NI numbers and bank details to hand GOV.UK lists those items. If the birth certificate is not yet with you, GOV.UK still tells you to make the claim and send the certificate when you have it.

   Use post or phone only if you cannot go online GOV.UK offers claim by post or by phone as ‘other ways’. The CH2 form is HMRC’s paper claim. It is not inside a Bounty sample bag.

   Ignore voucher-site ‘pack first’ steps A site that tells you to join Bounty so you can ‘get the Child Benefit form’ is describing an old ward tray. HMRC’s pages do not include that step.

• Bounty / parenting club / samples / portrait — commercial. Optional. Not a condition of Child Benefit on any GOV.UK page.
• Empty handed on discharge — start on GOV.UK anyway. Bounty’s FAQ already sends you there.
