RNFL issues the voucher to a named applicant who must still live in the borough at redeem. Shop checkouts match that name and address. A team mailbox or the child’s previous carer is the wrong applicant unless RNFL has told you otherwise in writing.

The child is over 18 months. Is there another route?

RNFL’s standard foster route is a baby under 18 months, or an expected baby under 18 months. A separate RNFL route exists for a child under five who needs nappies because of a disability, with a letter from a health professional, local authority, education service or disability organisation. That is not a foster top-up; it is a different proof set.

If we later adopt the child we fostered, do we apply again?

RNFL’s apply guidance has a separate adoption evidence list (adoption certificate or amended birth certificate). Vouchers are one per baby. If a voucher was already issued and spent for that child, do not assume a second code. Ask RNFL with the new documents in front of you.

Do other UK fostering households qualify automatically?

No. Outside a participating RNFL borough you need that area’s own scheme. Dorset publishes a foster-carer line on its reusable-nappies page. Many councils have no nappy voucher at all. The Fostering Network’s Foster Care Fortnight campaign does not itself pay for nappies.

Is there a UK-wide foster-carer nappy voucher?

No. Shop lists and parent blogs are written for birth parents, but that does not mean a separate national foster pot exists. Help is still a local authority or waste-authority scheme. If the placement is outside a participating area, RNFL will not create a one-off grant.

Two published London sources name foster carers on purpose. Real Nappies for London’s apply page lists “a foster carer with a baby aged under 18 months, or expecting to care for a baby under the age of 18 months”. The North London Waste Authority guide uses the same wording for the voucher of up to £70. Dorset Council’s reusable-nappies page also says its offer is available to foster carers — that is a Dorset rule, not a England-wide one.

What proof does Real Nappies for London ask a foster carer for?

RNFL wants three supporting documents for every applicant. For foster carers, document 3 is proof of placement, not a MatB1 or birth certificate.

If the placement letter is dated in the past month and already shows your name, address and the date, RNFL says it can also stand in for document 2. Do not send original files by post without telling them; uploads or scans are the usual route after the online form.

Which boroughs and voucher values apply?

Eligibility is still the participating borough, not the fostering provider’s head office. RNFL’s apply page (checked 10 September 2026) lists: Barnet £70, Bexley £50, Brent £50, Camden £70, City of Westminster £70, Enfield £70, Hackney £70, Haringey £70, Islington £70, Lambeth £40, Waltham Forest £70, Kingston upon Thames £50. A July 2026 notice said Lambeth applications were being held as expressions of interest until that year’s funding was confirmed.

An older RNFL Foster Care Fortnight post (May 2023) named a shorter borough list. Use the current apply page, not a 2023 blog, when you decide whether the placement address qualifies.

RNFL says childminders, nurseries and people with no recourse to public funds cannot apply. A foster placement letter does not override those exclusions.

How does a foster carer apply without a birth certificate?

Confirm the home is in a participating borough Match the foster home postcode to RNFL’s current list, or to another council page such as Dorset if that is where you live.
Ask the fostering provider for a recent letter It needs the child’s name, date of birth and your name as carer. A letter that also shows your address and a date within the past month can cover proof of address.
Complete the RNFL form in the carer’s name Vouchers are issued per baby, not per household. Only the named applicant can later redeem. If you are expecting a placement of a baby under 18 months, RNFL’s apply page still lists that as a foster-carer route — ask them which letter they want before the child arrives.
Upload identity, address and the placement letter The application is processed only once all three are in. RNFL aims for about two working days for email vouchers when the file is complete.
Redeem on the same rules as any other applicant Named person, still resident, six months, one purchase, listed supplier, allowed SKUs or a paid laundry trial. The placement letter does not widen what the voucher can buy.
