Do I need a MAT B1 or a birth certificate for a council nappy scheme?
What is a MAT B1, and when is it issued?
GOV.UK’s guidance for health professionals describes the Maternity Certificate (form MAT B1) as the document that verifies the pregnancy and confirms the expected week of confinement (the week the baby is due). After the birth, Part B can record the actual date of birth. A doctor or registered midwife issues it free of charge to a patient in their care.
The same guidance says a MAT B1 should be issued only when the clinician is satisfied the patient is pregnant, and not more than 20 weeks before the expected week of confinement. Midwives must add their NMC PIN and registration expiry. This page is about using a copy on a waste-scheme form. It is not a maternity-pay guide.
Keep the original for your employer or Jobcentre Plus if you need it there. Councils and RNFL ask for a photocopy, scan or photo, not the wet-ink original posted into a waste inbox.
Which baby document do named schemes ask for?
Rules sit on each form. These are the official pages checked on 10 September 2026 — not a national paperwork list.

What extra proofs sit beside the MAT B1?
The baby document only proves pregnancy or birth. Schemes also need to see who you are and where you live.
- BCP states a council tax statement plus the birth certificate or MAT B1, to show you live in Bournemouth, Christchurch or Poole.
- Dorset asks for proof of address plus the baby document; a paper form can be posted to the waste team.
- RNFL wants three files: identity, a recent (past month) address letter, and the pregnancy or birth proof. A driving licence cannot double as address proof. Redact bank details; they only need name, address and a recent date.
- Foster carers (RNFL) replace the birth document with a recent placement letter that names the child, date of birth and the foster carer. If that letter is from the past month and shows the address, RNFL says it can also serve as address proof.
How should I copy and send the documents?
- Read the form T&Cs first Tick whether they want MAT B1, birth certificate, scan report, council tax, or all three categories. Do not guess from a shop listicle.
- Photograph or scan the full page RNFL asks for high-quality photos or scans. Include the midwife or doctor details on the MAT B1 so the expected week is readable.
- Redact what the scheme says it does not need RNFL tells you to hide banking details on statements. Do not crop off your name, address or the baby’s date.
- Send copies only If you post a Dorset paper form, the council asks for photocopies. RNFL says do not send originals by post, and to say if documents are coming in the mail.
- For twins, follow the multiple-birth line RNFL asks for the hospital scan report letter for twins or triplets, not only a single MAT B1.

Questions parents ask
- Can I apply before I have a birth certificate?
- On Dorset, BCP and RNFL, yes, if you send the pregnancy document the form names — usually a MAT B1. RNFL also lists an NHS prescription charge card or hospital scan report. Ask your midwife for the MAT B1 once they can issue it.
- The MAT B1 is in my name but my partner is applying. Is that a problem?
- RNFL expects most pregnancy documents to be in the mother’s name and still accepts a father or partner as applicant, with extra evidence of the relationship. Other councils may want the applicant to match the MAT B1 or birth certificate (Swansea’s cashback T&Cs use that naming rule unless otherwise agreed).
- Do I need to send the original MAT B1?
- No on the pages checked. Dorset and BCP ask for photocopies. RNFL asks for uploads or copies and says not to post originals.
- I cannot find my MAT B1. What now?
- Ask the midwife or GP whether a duplicate can be marked. After the birth, many forms switch to the birth certificate. RNFL’s list also includes a scan report or NHS prescription charge card if those show your name and the due date or date of birth.
