Can I claim a council nappy voucher for a second baby?
Is there a national rule for a second child?
No. Reusable-nappy help is a local waste-prevention product. Second-time parents often assume “one grant per family”. Official T&Cs split three ways: one per baby, one per household, or a yearly household cap. You cannot copy Dorset’s sentence onto Rochdale’s form.
This page does not compare the cost of cloth versus disposables. It only maps how named councils count a later child.
How do named councils count a second baby?

What is Rochdale’s yearly household cap?
Rochdale’s real-nappy page is unusually precise. You must live in named postcode areas (BL9, M24, OL1, OL10, OL11, OL12, OL15, OL16). You can apply if you are expecting, or if your child or children are under 18 months.
- Every qualifying household is entitled to one £30 voucher per child, each year
- A maximum of two vouchers (it states £60) can be applied for per household, each year
- The example on the page is twins or siblings under 18 months who are in nappies
- The voucher is valid up to six months, can be used across multiple orders, has no minimum spend, and is only for The Nappy Lady website
So a third baby in the same year would hit the household cap even though the per-child line is “one voucher per child”. That cap is Rochdale’s, not Dorset’s or RNFL’s.
How do I check before I apply for baby two?
- Find the T&Cs for your current council A move since baby one can change the rule. Use the waste page or RNFL apply page for where you live now.
- Search the page for “per baby”, “per child”, “per household” or “each year” Those four phrases decide whether baby two is a new file, a blocked household, or a yearly reset.
- Check the other tests again Age (often 18 months), documents (MAT B1 or birth certificate), and whether the pot is still open. A per-baby rule does not help if the scheme is closed.
- If the page is silent, email the waste team Ask whether a previous award at this address blocks a later child, and whether the limit is per baby or per household. Get the answer in writing against this year’s form.

Questions parents ask
- I used Dorset’s scheme for my first child. Can I apply again?
- Dorset’s page says only one claim per baby, not one claim per family. A later child is a separate application if you still meet residency, age and document tests and the in-year cap still has places.
- Does RNFL block a second parent in the same home?
- No. RNFL and Brent both say the voucher is per baby, not per parent or household. Only the named applicant spends that voucher.
- We have twins. Is that two vouchers?
- On RNFL, vouchers are per baby; the apply page asks for a hospital scan report for multiple births. On Rochdale, two children under 18 months can mean two £30 vouchers, which is also the household maximum for that year. Always read the form you are using.
- Herefordshire gave us a voucher last time. Can we apply for baby two?
- The Herefordshire scheme page was closed and oversubscribed when checked on 10 September 2026. If it reopens, read that year’s T&Cs. Do not rely on a shop page that quoted one application per household while the council page is down.
