What can you buy with a council reusable nappy voucher?
Is there a national list of what a council nappy voucher can buy?
No. There is no UK-wide catalogue. A voucher, refund or starter pack is set by the issuing council or the scheme it funds. The same basket that sails through a Dorset or Rochdale checkout can be refused under Real Nappies for London (RNFL).
Treat the email or PDF as a named, time-limited credit with a SKU list, not as a gift card. If the shop and the scheme disagree, the scheme rules win and the till will not invent a workaround.
Find the council that covers your address on GOV.UK — Find your local council, then open that council’s reusable-nappy or real-nappy page. MayTally does not issue vouchers or approve baskets.
How do the main scheme types differ at the till?
Parents lose money when they assume every council code works like the last Facebook post they saw. Group schemes by rule type, then read the page that issued *your* code.

The clash that costs people at checkout is wet bags, buckets and washable wipes. RNFL blocks all three. Rochdale’s published list allows them. Dorset’s £30 route allows accessories in that family, and some Dorset starter packs include a wet bag and Cheeky wipes as part of the kit — that is the starter-pack contents, not a green light to add extras onto an RNFL code.
What gets refused on almost every scheme?
A few lines repeat across London, Dorset and the Nappy Lady council codes we checked.
- Swim nappies — listed as blocked by RNFL, Rochdale and Torfaen-style Nappy Lady codes.
- Postage and delivery — Rochdale and Buckinghamshire Recycles say the voucher cannot cover postage. Dorset’s £45 minimum is excluding delivery.
- Cash change — RNFL says the voucher cannot be exchanged for cash if the basket is under the voucher value.
- Clothes, changing mats and detergents — treated as “other baby products” or “not a key part of a reusable nappy system”.
- Trainer pants vs training pants — RNFL allows training pants. The Rochdale Nappy Lady page blocks trainer pants. Do not assume those words mean the same SKU at two shops.
If the basket is a mix of allowed nappies and a blocked wet bag, the supplier can refuse the whole RNFL redemption and ask you to remove the extras. Split the order only if *your* scheme allows more than one purchase — RNFL does not.
How do I check my own voucher before I pay?
Do this on the scheme that issued the code, not on a retailer blog.
- Open the issuing page Use the council or RNFL terms that match the logo on the voucher. GOV.UK — Find your local council is the start point if you only have a council name.
- Copy the allowed and blocked lists Write down the SKU words the scheme uses (wraps, liners, wet bags, hire kit, laundry trial). Marketing names on a product page are not the test.
- Check the spend window and the purchase rule RNFL: six months and one purchase. Dorset voucher or refund: two months and a £45 minimum excluding delivery. Rochdale: six months, multiple orders, no minimum spend.
- Ask the supplier to confirm the basket Email the shop the voucher type and the exact lines in the cart *before* card payment. RNFL suppliers verify against a scheme database; Nappy Lady council codes are typed into a discount box and then the delivery address is checked by hand.
What should I remember at checkout?

Dorset and several Nappy Lady council codes are wider on accessories, and Dorset can put the £30 route on a hire kit. Swim nappies, postage and cash change fail on the schemes we checked.
Questions parents ask
- Can I use a leftover voucher balance as cash?
- RNFL says no: the voucher cannot be exchanged for cash if you spend less than its face value. Other councils are silent or point you back to the partner shop. Treat unused value as lost unless that scheme’s page says you may place another order.
- Does a Dorset starter pack follow the same SKU list as the £30 voucher?
- No. Dorset’s starter packs are fixed kits from named local retailers and can include items RNFL would block, such as a wet bag or reusable wipes. That is kit contents, not a rule that those extras are always voucher-eligible on every scheme. Choosing the starter pack also uses the one claim per baby.
- Can I add a wet bag to an RNFL basket if the shop sells them?
- RNFL terms say the voucher cannot buy wet bags, buckets, washable wipes, swim nappies, changing mats or clothes. Pay for blocked lines separately only if the supplier will split the order; the voucher itself still has to be one purchase of allowed lines.
- Is postage ever covered?
- The Rochdale and Buckinghamshire Recycles partner pages we checked exclude postage. Dorset’s minimum spend is calculated excluding delivery. Budget delivery as a separate cost unless your own council page says otherwise.
